Why Now Is the Time to Buy a Home

Never mind rising foreclosures, sinking home prices, and the swelling inventory of properties on the market. This year is shaping up as an extraordinary time to buy a home, Condé Nast Portfolio editor in chief Joanne Lipman says.

Among the factors working in buyers' favor now: historically low mortgage rates, government incentives, and discounts from desperate homebuilders.
